The New Queen of Burst I, Arriving with Her Pickup
With the 3.5th anniversary update for Goddess of Victory: Nikke, the pickup for the new Nikke, 'Anis: Sparkling (Anis),' has begun. Traditionally, the game has released powerful Pilgrim or over-spec Nikkes for every anniversary and half-anniversary, and this new Anis is no exception—she has arrived with top-tier performance, immediately claiming the title of the strongest Burst I Nikke upon her release.
There are two main ways to utilize Anis. The first is to use her as a solo Burst I Nikke without any other Burst I units in the squad. The second is to include an additional Burst I Nikke, allowing Anis to function as a Burst I re-entry unit. Currently, most players are opting to run Anis as a solo Burst I unit.
When deployed as the sole Burst I unit, Anis gains a burst cooldown reduction effect. Furthermore, her base stats are significantly boosted, and she provides a respectable attack buff. Notably, her projectile damage buff makes her an excellent partner for Rapi: Classic, and she is also expected to synergize well with the upcoming Neon: Blue Ocean.
With top-tier burst cooldown reduction, stats that exceed those of typical supporters, and powerful buff capabilities, Anis is considered the strongest Burst I Nikke at launch. Aside from situations requiring wind-code superiority where Little Mermaid (Siren) might be used, she performs exceptionally well in almost any scenario.

Transforming into a Re-entry/Healer when paired with another Burst I unit
If you include an additional Burst I Nikke in your squad, Anis' skill set changes, granting her a Burst I re-entry effect.
Burst re-entry allows a Burst I skill to be activated once more. While a standard Full Burst sequence follows a 1-2-3 order, the re-entry effect allows for a 1-1-2-3 sequence, effectively using a Burst I skill twice.
When using Anis as a re-entry unit, her personal damage output and attack buff performance decrease slightly. In exchange, her healing capabilities are enhanced, allowing her to function more like a 'heal-porter' (healer/supporter).
However, as mentioned earlier, most players currently prefer using Anis as a solo Burst I unit. Her performance in a solo role is simply too good, and there is a consensus that other Burst I Nikkes currently available for pairing are somewhat underwhelming by comparison.

Top-tier performance in stages, raids, towers, and even PvP!
Anis is a staple in most content, including stages and raids. The Tetra line, to which Anis belongs, previously lacked high-performance Nikkes, making it difficult to climb the manufacturer tower. The addition of Anis has provided much-needed relief in that regard.
Anis also boasts a fast burst generation speed, and due to her skill set, she is frequently used in PvP as well. She is truly a Tier 1 (or higher) Nikke across all game modes.

This is a versatile squad used for stages and general content. In fact, it is arguably the best possible composition for clearing stages. It is currently an undisputed Tier 1 squad.

A great squad for PvP. It allows for a rapid Full Burst activation, using Noah to absorb the enemy's powerful burst before unleashing your own firepower.
