Azur Promilia developer Manjuu Games received acclaim since its previous title, Azur Lane, for deeply portraying various types of characters. In particular, the studio showed genuine passion in depicting youthful and cute characters, starting with the starter destroyer trio—Ayanami, Laffey, and Javelin—and Akashi, down to Little Belfast and various other 'Little' series characters. Leveraging the unique charm of these adorable characters to serve as messengers delivering announcements or driving chaotic, lively stories was also a core strategy.

Azur Promilia also features a race that inherits these characteristics: the 'Pammies.' Compared to other races, Pammies are smaller and younger in appearance, inspired by animals similarly to beastfolk. Unlike other races, no specific town or region where they live together is mentioned, but thanks to their signature cuteness and friendliness, they blend naturally into the villages and cities of other races and roam freely anywhere.

The first characters to demonstrate this trait are 'Nono' and 'Titi' of the Acorn Treasure Hunting Team. Traveling all across the world in search of treasure, this duo naturally visits villages even when the beastfolk and winged races are sensitive over food shortages and territorial disputes, providing various bits of information or setting off on adventures together. Among them, Nono, who handles the raw strength, easily wields a hammer as large as her own body, capable of smashing troublesome obstacles. Capitalizing on these traits, she fills an Earth-attribute Rupturer role that strikes enemies with heavy attacks. Since her personality is extremely simple and childlike, communication with others is mostly handled by Titi, who is more eloquent.

A Pammy living in 'Jing,' a Chinese-style region not yet revealed in the domestic CBT, could also be previewed during the CBT. The character in question is 'Pengpeng,' a Pammy girl practicing kung fu while claiming she will be the world's greatest in the future. Pengpeng is a Fire-attribute Eruption role character who takes advantage of being small and light to leap high into the air and deliver fast, flashy kicks. However, lacking experience, she stumbles off-balance when landing after dodges or parries, or gets dizzy after rolling from a skill, displaying both clumsiness and cuteness.

Another Pammy who frequently appears in illustrations alongside Pengpeng is 'Peipei,' a clerk at JiYi Pavilion, a famous inn in the Jing region. She is popular for her outstanding cooking skills and signature cuteness. Her kung fu skills are also exceptional, so she occasionally teaches troublesome customers a harsh lesson using her ladle-fu (?) honed through kitchen work and kung fu training.

Leveraging the Pammy race's trait of being beloved and settled anywhere in the world thanks to their innate cuteness, 'Pammy's Miracle Workshop' collects information from all over the world and assists adventurers. Beyond providing in-game mail services and announcements, they also appear on official social media to deliver various updates. Among them, 'Cocco' possesses particularly vast knowledge about Kibo and is in charge of answering various questions. She frequently explores all corners of the world alongside her partner Kibo 'Umi,' who wears a frog raincoat, gathering data on Kibo.
