Victoria 3's State and Revolution Immersion Pack puts Russia center stage

Paradox Interactive has released Victoria 3: State and Revolution, a paid Immersion Pack for its grand strategy game that puts Russia at the center of the 1836–1936 timeline. It costs $14.99 (£12.99 or €14.99).

According to a release, the pack is available now on Steam; it is also part of the Victoria 3 Volume 3 expansion pass. The official Cision release went out on November 5th 2026.

Grand strategy games put players in charge of a whole nation over decades or centuries. In Victoria 3, that means steering a country's economy, politics and society through the industrial age and into the early 20th century.

The release frames Russia as rich in resources yet held back by a cautious, traditional administration that is ‘reluctant to reform’ — and that hesitation, it says, sows the seeds of revolution. Players take the reins of the Romanov dynasty and whatever follows it.

Tsars, revolutions and the Civil War

Character-driven Tsar journal entries shift with the reigning Tsar's traits. Different actions open up depending on those traits and other factors, the release says, so players can chase that ruler's ambitions.

Potential Russian revolutions are tied to Tsarist governments and to the legacy of earlier rulers. When the state starts to collapse, the Russian Civil War content lets players shape the post-revolutionary regime — a communist government, or something else of their own design.

National struggles and Tsarist Autocracy

A new journal entry covers the pursuit of Russification across the Empire. The pack also adds Ukrainian and Belarusian cultural-renaissance content, plus narrative material for Poland and other nations pushing for independence from Russia.

Under Tsarist Autocracy, players can exile unwanted dissidents to Siberia (the outcome ‘may not always be what you expect’, the release notes). Autocratic rulers can appoint favorites, adopt their ideological stances and work through narrative content tied to those new powers.

Cosmetics include a new building style, character assets, an interface and map skin, plus table assets. New historical characters join the cast. Seasonal visual effects update how the map looks across the year, and the soundtrack adds music inspired by Russian imperial and revolutionary ambitions.

Owners of State and Revolution also unlock journal entries and events for ‘The Great Game’, content first introduced in the Sphere of Influence expansion.
