The Game Rating and Administration Committee (GRAC) signed a memorandum of understanding (MOU) on September 28 with Seoul YMCA and the Korea Game Users Association to protect game users' rights and establish a healthy gaming environment.
The three organizations will conduct joint events and promotional campaigns to protect the rights of loot box users. They will build a system for jointly responding to pressing issues such as damage relief, and cooperate on research and information sharing to safeguard user rights.
The agreement aims to leverage each organization's expertise and role to address user protection issues related to loot boxes, while establishing a foundation for public-private cooperation to reflect user opinions in policy and institutional improvements.
Seo Tae-geon, chairman of the Game Rating and Administration Committee, said, "To protect game users, a collaborative framework that brings together user organizations and civil society alongside public institutions is crucial." He added, "Through this MOU, we will do our utmost to further strengthen the protection of game users' rights and build a healthy gaming environment that players can trust."
Kim In-bok, chairman of Seoul YMCA, and Lee Chul-woo, president of the Korea Game Users Association, also plan to share their respective organizations' expertise and experience to carry out joint projects dedicated to protecting user rights and cultivating a healthy gaming culture.
GRAC has been operating a loot box damage relief center since February 2026. Through the center, it has achieved successful dispute resolution outcomes, including mediating settlements between foreign game publishers and domestic players.
