On the 15th, the Game Rating and Administration Committee (GRAC; Chairperson Seo Tae-geon) signed a memorandum of understanding with the Gangwon Provincial Police Agency and Kangwon Land to establish a joint response system aimed at eradicating illegal gambling games and protecting users.
The signing ceremony was held at the High1 Grand Hotel Convention in Jeongseon, Gangwon-do, with key officials in attendance, including GRAC Chairperson Seo Tae-geon, Gangwon Provincial Police Agency Public Safety Bureau Chief Park Jae-hyun, and Kangwon Land Acting CEO Nam Han-gyu.
As the boundaries between online and offline environments blur, the distribution channels for illegal gambling games have become increasingly diverse, heightening the need to prevent user harm and foster a healthy gaming culture. In response, the three organizations have agreed to integrate their respective functions and roles to build an effective foundation for joint action.
The GRAC provides institutional oversight through its content rating system and post-market management; the Gangwon Provincial Police Agency handles the investigation and enforcement of illegal gambling; and Kangwon Land contributes its experience in user protection through programs designed to prevent gambling addiction. The three agencies will leverage these specialized capabilities to build their collaborative framework.
Under the agreement, the three organizations will cooperate on: ▲ Sharing intelligence on illegal gambling and conducting joint enforcement operations; ▲ Collaborating on harm prevention and response to protect users; ▲ Partnering on education and outreach to promote a healthy gaming culture; ▲ Launching campaigns and preventive activities to raise public awareness; and ▲ Identifying new collaborative tasks through regular working-level consultations.
GRAC Chairperson Seo Tae-geon stated, "Illegal gambling directly leads to user harm, and real results can only be achieved when institutional oversight, law enforcement, and on-site protection work in tandem. Through this agreement, we will integrate our respective functions to strengthen cooperation and create a safe, healthy gaming environment for the public."
