The game is set in Gyeongseong from the 1920s through to liberation in 1945. As both editor-in-chief and reporter, the Player must decide which articles and testimonies to publish, how to phrase them, and where to place them on the page. These choices affect the newspaper's credibility, sales, and the risk of censorship by the Japanese Government-General. If the tone is too sharp, the newspaper faces closure; if the player compromises too much, readers will turn their backs.

Producing an article is not just a desk job. Reporters must head into the field to interview people and gather testimonies to uncover hidden truths. Every conversation can shift the direction of an investigation, and choices that bring the player closer to dangerous truths add depth to the gameplay. The game also incorporates dice-roll mechanics based on a reporter's personal connections, eloquence, intelligence, and stamina, along with stealth elements that require players to dodge the eyes of police officers while gathering clues.

Furthermore, the reporters themselves have different motivations—some are driven to reveal the truth, while others focus on keeping the newspaper afloat. It is up to the Player to understand their convictions and limitations, and to edit and publish the paper accordingly. From 1920 to liberation, the choices made lead to various branching endings.
